yeah, I bet you are using FCM,

and you are using 'legacy' tokens (those that don't start with
"somehting:xxxxxx") (note the colon ':' in the token).

For legacy tokens, the FCM topic is not supported, so the DB queries for
all (8k) tokens. However, regardless there is a first push to the topic
Doing the math, that's 8001 receivers - I am not sure what else we can do.
the topic is a bit different, for our terminology :-)
