[aerogear-dev] rfc repository

Hello,

I was thinking if we could create a "proposals/rfc" repository in
Aerogear's GH organization, as the name implies, it would contain
enhancement proposals for all Aerogear projects.

My main motivation for this is to have a public and official place to track
all enhancements/ideas.

I this repository could contain:

   - proposal document template
   - track proposals status:
      - draff
      - approved
      - implementation
      - done

A couple of projects use this approach: ansible
<https://github.com/ansible/proposals>, rust
<https://github.com/rust-lang/rfcs>, python <https://github.com/python/peps>,
and the list goes on.
