[Apiman-user] Policy for adding query parameters to service implementation URL

That makes sense.  I do think a JIRA feature request would be great.  I 
can add it myself, of course, but if you wouldn't mind taking a couple 
minutes to create it I would prefer that (for tracking purposes).

If not, that's fine too just let me know. :)
