[Apiman-user] 404 error when trying to add a plugin

Hi Marc,

The problem was caused by not having the artifact in my local maven
repository. I did a 'mvn clean package' instead of a 'mvn clean install'.
My bad.
It looks like this scenario isn't expected by the app.
