[Apiman-user] Rate-limit policy does not work in APIMan cluster

Are you 100% sure that the Gateway on Node1 and Node2 are sharing the 
same Elasticsearch instance?  From your description it sounds like 
perhaps they are not (e.g. the rateBucket being initialized after the 
request to Node2).

Perhaps you could send us the apiman.properties files from *each* of 
your two nodes?
