[Apiman-user] How to limit access for IP Address

Apologies for the delayed response.  Currently the rate limiting and quota
policies only operate on the authenticated User, the Client, or the Api.
To support your use-case, you would either need to implement a custom
policy or enhance the current Rate Limiting policy.  I think the project
would benefit more from the latter approach, but that's of course up to
you!  :)
