search.maven.org tends to lag by several hours in my experience.

Try this:

mvn org.apache.maven.plugins:maven-dependency-plugin:2.8:get
-Dartifact='io.apiman.plugins:apiman-plugins-circuit-breaker-policy:1.4.0.Final:war'

Any luck? Seems to work on my end, but stuff might still be replicating out.
