Enable AS7 to be started with --admin-only. This is very useful is you wanna do this:

- Start AS
- Install an extension+subsystem.
- Reload the server
- Deploy and hit the site

More globally, a bunch of command line options should be possible to set for AS7 startup sequence, including --admin-only.
