Removing it without deprecation, due to it's non-usage by the container. This was originally meant for configuring the JAVA_HOME used by the {{weblogic.Deployer}} process. Since {{weblogic.Deployer}} is launched with the same JAVA_HOME as the testrunner, this config was never required.
