Steps to Reproduce:
Configure the framework properties with some required bundles passed via {{osgi.bundles}} property.
Configure the test container using {{arquillian-container-equinox-embedded}}.
*Note* the required bundles are never installed.
*Note* must use a recent version of equinox.
