Gerhard/Mark, could you write up a clear, self contained, statement of the problems you see with BDAs. So far I've only got a fragmented view of your opinion by you discussing it on various issues. We need to look at it in totality. Email this to the EG.

If you can include proposals for how to move it forward, that would be excellent.

We can't really move on this issue without such a statement, as others on the EG (including me) do not clearly understand the problems you are describing.
