Does "during application initialization" mean AfterDeploymentValidation observers?

Mark's suggestion contained a very important part "...before the AfterDeploymentValidation phase". AfterDeploymentValidation observers would be quite useless if we can't use BeanManager.getBeans in them IMHO.
