I fully agree with this. Why developer needs to ask {{CDIProvider}} whether {{CDI}} is initialized? And what does it mean actually? I think {{CDIProvider.isInitialized()}} method would make more sense as method on {{CDI}} and named like {{isRunning}} (since we have shutdown method).
