I was unable to reproduce this using the latest EAP 5.1 build from Hudson running on IE6 SP1 on Windows XP SP3. That is, vertical scrollbars were displayed when necessary.

However, I saw 3 other CSS/layout issues on IE6:

1) On the login page, the username-password box is displayed too high in the browser window and the top portion of it is chopped off.
2) When a vertical scrollbar is displayed and you scroll down, the footer remains anchored rather than readjusting to the new bottom of the window, and the content runs down underneath and past the footer, rather than stopping at the footer.
3) The height of the left nav pane is fixed. When the height of the browser window is bigger than its height, there is blank vertical space between the bottom of the left nav pane and the footer.

Two of the attached screenshots demonstrate these three issues. The third screenshot is the IE About box to show the exact version of IE6 I was using.
