Agreed, these should probably be separate commands, but I don't think that we should change "DependencyRepository"

Plugins are still dependencies of the build. We could possibly rename "DependencyRepository" to just "Repository" or perhaps "ArtifactRepository", but I think we can leave it as is. I don't see a huge need for this change.
