[forge-dev] public maven Repo for Oracle artifacts

since oracle's license for jdbc driver (at least historically) has a clause about giving oracle information about yearly revenue
if you wanted to distribute the driver on its own I would be surprised.

But do please keep us uptodate on what they respond :)
