Burr, I was able to reproduce this issue with the default "embedded" Forge runtime currently in JBoss Tools. However, if you download Forge runtime 1.0.0.Beta5 and you use the "Forge->Installed Forge Runtimes" preference page to add an select 1.0.0.Beta5 than your problem should go away. At least it does in my setup. Can you verify that?
