I think the idea was that the as7/eap etc. plugins should take over responsibility for controlling the BOMs, and the various other plugins like persistence just say they need said BOM. Lincoln knows more.

Talk to Paul G about the correct version numbers for the BOM (should be 3.0.0.Final and 3.0.0.Final-redhat-1 atm).
