 We encountere either a poor performance or cache issue on the UserPortalConfigService here.

 From what i've seen, the list of permissions was not updated immediately as it should be. By waiting about 45 seconds (  i tried to count PC clock, put a sleep in the thread handling request or slowly debug the Java code),  permissions in the UIPortalFrom is showed properly.
