The Page Editor popup is closed when creating a new page

When creating a new page, the Page Editor popup is closed by default and you need to click the arrow to open it up.

The Page Editor should be opened when creating a new page since it should be assumed that someone is creating a new page they will also want to add content to it.
The Page Editor is opened by default when editing a page, we should have the same behaviour for both.
