 Actually, this is our deliberate. I give brief explanation how the language work. It's divided into two discrete cases depend on whether user is anonymous or not.
 - If user is anonymous: language is chosen according to priority by descending as follows:  browser, portal
 - if user log in then language of user profile is chosen first. This language is setup when create user account.

 I think, that is reasonable because if user is familiar with the particular language, he will setup when create account, thus after logging in the language will automatically switch.

 Anyway, we need more discuss to find the best reasonable way.
