New users not appear under user management

New users are not appear under user management, they will only appear in the list after logging out and then logging back in.

Steps to reproduce
1) login as root
2) group -> organization -> new staff
3) create a new user
4) group -> administration -> community management

The new user will not appear in the list of users when it should.
But if you log out as root and then log back in again the new user will appear under community management
