Don't show skin which changed in new portal

- Run tomcat
- Login by root
- Add new portal ( ex: test) with skin is Simple skin
- Change to new portal
=> Show new portal with simple skin
- Click Edit Portal's Config
- Change skin to Default
- Save
=> Still show simple skin
- Must be sign out and sign in again -> Show new portal with default skin --> Error.
=> Expected output: After change skin for portal -> It must be show new skin which changed.
