Which language did you use in your browser? You got to switch to german Locale to see the problem.
The Portal renders this HTML: <a class="TabLabel DefaultPageIcon" href="/portal/public/classic/sitemap">Seiten&amp;uuml;bersicht</a>
IMO the german resource-bundle-files are correct, but at some point the rendering fails.

Another thing, the german resource-bundle-files use HTML-character-entities, the spanish version use java-unicode-characters and the russian version just use a UTF-8-encoded file without any masking. A standardised approach would be a good idea.

I can reproduce this issue with a fresh GateIn 3.1 Final and with a fresh EPP 5.0, when I switch the browser-language to german.
