Currently, gadgets can be edited by authenticated users.

In order to allow finer acces control, we could apply the containing page's edit permission :
- to make the gadget's edit mode available or no
- to show the "Add Gadgets" or no

Hence, only a user with edit permissions on a page will be allowed to manage the dashboard.

This usecase, allows creating shared dashboards.
