I prefer to create new service may called "CommonUploadService" which uses Apache common file upload library, then we deprecate the old one UploadService to make sure there will no regression in next coming version.

Moreover, in the UploadService we are still having an issue of cleaning-up the uploaded resources in the case the user just uploads files then do nothing. This problem should be fixed in new service CommonUploadService
