Don't show language of user which is selected when create new user for languages defined with country variant

This problem occur when select languages such as Chinese - China, Chinese - Taiwan, Portuguese - Brazil. 

- Login in by root
- Go to New Staff
- In Account Setting tab: Input some fields require
- In User Profile tab: Choose  Chinese - China
- Save
- Login with new user
=> The language of the user is still in English 

Expected output: It must be show  Chinese - China language
