to reproduce :
- Add two dashboard tabs
- In first dasboard, just click on "add gadgets" to show the Dashboard Workspace popup
- Go to the other dashboard, here you can see that the popup is shown by default ( it's not correct ) but we can not D&D to add gadget anymore

I guess this is new bug raised recently and i have got this issue at revision #1908
