Don't show mesage when create/edit page with Publication date & time is blank

Steps:

- Input valid Node Name
- Input valid for other fields
- Visible check box is checked ( default)
- Choose "Publication date & time"
- Leave Start Publication Date and End Publication Date blank
- Click Next to go to step 2
=> currently there's no message, action is done
Expected output: Must be have message to alert input value for start and end publication date
