After some debugging, I can see a difference in org.exoplatform.portal.webui.application.UIPortlet class.
The create method (line 713 in 3.2.0-M01 and line 639 in 3.1.0-GA), the servletRequest parameter "portal:resourceID" has the key-value: {color:red}"amp;portal:resourceID"{color} but just "portal:resourceID" in 3.1.0-GA.
