The error is caused by wrong ajax update of element on page. After clicking on the "make it public" checkbox in the form in the page properties being updated (by ajax - opening of selected permissions table), the form in application registry portlet preview. Page property window and app registry portlet are both using same webUI class - UIListPermissionSelector.

However, this is not an issue, when i.e. two app registry portlets are on page. In that case, the table is showed only in the portlet, where the public checkbox was checked.
