Yes, the LegacyRequestHandler was created for backward compatibility only AND this issue is just to make it work more precisely.

I agreed that we could remove it in future versions. However, notice that we can even disable it now by removing the handler in controller.xml

If you have any idea to make a proper machanism, please let us know.

P/S: The fix was already pushed on master (3.7.0.Final)
