It may be useful for some setups to have some configuration switch in organization-configuration.xml (SetupOrganizationDatabaseInitializer) which will allow portal administrator to have possibility of "update user". 

In this case, the users from organization-configuration.xml will be always updated at the startup of portal even if particular user already exists (Currently there is no update. User is created only in case that it doesn't already exists)
