For now , i was able to hot deploy this service by implementing a new method under [PicketLinkIDMServiceImpl|https://github.com/gatein/gatein-portal/blob/master/component/identity/src/main/java/org/exoplatform/services/organization/idm/PicketLinkIDMServiceImpl.java] which loads all objects in the constructor with the new value of config property.
