Well, there is a time line on the GSoC site (or should be soon).
Once organizations have been selected (evening of Feb 29th),
students can start filing their application with Google.
Once that has closed, organizations will select students
and report the number of slots they want to Google.
Google then assigns slots. If an org gets less slots
than requested some students will get a slot and will
be part of GSoC. After that there is community bonding
time and then the work.
For the work, it is assumed that you work like on a full-time
job.

For Hawkular (as part of JBoss) we require this year
that you have contributed already and also bonded
with the greater community. You may fix a bug or
implement something.

Having said that, we have already a few people
interested in the Android client and we will get at
most one slot for this.
