The extra features provided by hibernate validator that you mention would make sense to keep them in the implementation's public api if they are not covered by the spec.
However there are a few simple constraints that are useful and worthy of not having to re-invent in every provider implementation.
Concretely I'm thinking about constraints like Email, URL, Range, NotBlank, NotEmpty, Length.
It might be worthwhile to start a new open source project containing commonly used constraints which would be fully compatible against any implementation of the spec.
I think it'd be wrong to have every implementation provide these constraints. (Unless they would be in the spec although I don't think it would add much value adding them to the spec a portable lib should suffice)
I haven't investigated if there is such a library available already. I'll be looking into that next...

I have to agree with you that it's nice to have a single api containing all these things which I think is fine if you have for example a standalone application or an application dependant
on some of the hibernate validator features not provided by the spec.
However for deploying against a JEE server I still think it's inappropriate unless you need the implementation's specific features.
(Like you mentioned earlier you could of course argue that the constraints I mentioned are an implementation's features)
Lately the buzz seems to be all about lightweight archives...
Have you seen Arun Gupta's blog? I do wonder what he'd suggest!(Not that hibernate validator is big. Like I mentioned earlier size is not the issue here for me)

I understand you have a public api however it's a super-set of the spec and incompatible with other providers like you mentioned earlier.
It's for this reason that I'd like to have a slimmed down module containing only the portable constraints.

You wouldn't actually necessarily have to split the modules but could implement a solution using a classifier like suggested here:
A solution taken by guava to resolve some cdi issues, see here: http://code.google.com/p/guava-libraries/issues/detail?id=1527.
It could be implemented like was mentioned before unpacking the classes and repackaging the portable constraints only.
This would allow you to keep the current single api if you decide to code against the hibernate validator public api or to use only the constraints that work against the spec while avoiding any potential provider issues caused by fickle application servers or forcing the specification of the default provider in the archive.
I think this would keep all the benefits you mentioned earlier of a single api but giving the community options for those who want to keep their archives as portable and light as possible.

The solution I've implemented so far is to copy the sources of the annotations and validators that our application uses and renamed the packages.
This works quite nicely and removes any compile time dependencies on hibernate validator.
However the down side is that this is not an open source project and my next client won't have access to these and I'll have to do the same again...
