[infinispan-dev] drafts, sketches and pull requests

To be honest, I'd love to have some labels in pull requests to be able to see at a glance:

- pull reqs that are assigned
- pull reqs that are deferred
…etc

Much easier than having to go back to JIRA, but it's not there yet :(
