Yes, the license applies to the product runtimes, not to any community source/binaries you download.

The tools in eclipse/devstudio can be used freely for development - they are not considered related to production.

If you only use the community runtimes then you can use that for what you want but those will not be able to get support for via subscription, nor will you get patches/updates etc. Thus as long as you are aware of those limits/constraints and are okey with that then that is all up to you {emoticon:class=jive_macro jive_emote|src=https://static.jboss.org/developer/6.0.3.60ddddd/images/emoticons/wink.png|__jive_emoticon_name=wink}
