[jboss-as7-dev] AS7-1018, Allow TM to run in local only recover mode; discussion

It is a simple change for me to put together in my branch, and will do 
so today once I get feedback from tom.jenkinson at redhat.com, since he is 
taking over the tm integration from Jonathan.
