If I configure a role not to have the send right in configure file, I found if I use a user of that role to send messages, it will get through, although the message are not sent eventually. 

If you run the security example you can see the exception is thrown at a separate thread and the main thread will go on. 

It should be more reasonable that the exception is thrown from the calling thread IMO.
