I don't know of any way to accomplish this in AS 7.1.0.Final.  I believe you'll need to wait until AS7-3816 is resolved before you can externalize your ejb-jar.xml settings.

Is it not possible for you to simply replace the ejb-jar.xml in your ear/jar with different values in different environments?
