         Environment: 2-node clustered portal using postgresql on win32

             Fix For: 2.4 Final


1. set up a 2-node cluster
2. start both servers
3. log on to server1 and update index.html
4. go to default page -> still seeing old version of the file. 
5. only re-starting the servers fixes the problem

This occurs only in a cluster. Non-HA version works fine.
