There is a flag on the Tomcat service called as "AllowPrivilege" (something like that) that allows a context to enable the privilege in its context.xml   By default, this is set to false in the tomcat service in JBoss.

The question is why is there is a difference in behavior in tc55 and tc6 codebase for the same settings.
