I had one mistake with the simple test above, it should be parseXMLString, not parseXMLResource.  

But beyond that, the issue for me was indeed a classloader issue, not with XML parsers and ordering or something like that as I was thinking from Ivan's post, but simply that the JPDL file (process def) was not in classpath.
