The only issue with a well formed xml check is that it would only work for documents that had one root element. If they can have more than one, then there is a rare chance it could be processed incomplete. AFAIK we don't have anything which has multiple root elements.

Doing the well formed check is pretty easy. Just setup a SAXParser with no event handlers and turn validation off.
