The issue is detecting "copy-in-progress" files and not trying to deploy them until that is complete. Deploying partially copied files is poor behavior; it disrupts the server. I have no interest in trying to do any validation beyond checking that the root element of the document is properly closed. I'm not particularly wedded to doing that either.
