Thanks. Regarding the Pull Request on drools part; our code repository is hosted on github: 

The drools-decisiontables module is within the drools Repository @ https://github.com/droolsjbpm/drools. If you fork this repository, make your changes in your fork and commit to github you will be able to create a Pull Request for your changes to be reviewed and included in the codebase. 

Think  more "git workflow" than "JIRA workflow".
