Just checked we need the handler responsible for the HTTP to HTTPS redirect to be moved before the handler responsible for HTTP upgrade that way the redirect will always occur.

At a later point if we support STARTTLS on this connection then we would still want the redirect early as it would check if the connection had been switched.
