I had a customer which wanted this feature and thought I would comment on it:

Can't it be a subsystem and those hot-deployments be placed in the DC node? Actually I think it makes more sense than putting it in one of the HC (since DC is the one which replicates the binaries and where the deployment repository is centralized).

If the hot-deployment folder would synchronize with deployment repository (instead of being the repository as in standalone), this would solve the problem of removing/detecting new deployments (as current it already works with normal deployments)?

Also about the configuration, it would be ideal if we could configure in the server-group itself which hot-deployment folders it "listens" to (although I don't see how that would be possible, maybe an ${} expression in the subsystem and a server-group-level properties property?)

About configuration, I believe it would be better for this "subsystem" to read
