This API work is done now. The TCK runs can be observed here: http://jbmuc.dyndns.org:8280/hudson/view/OSGi%20TCK/job/osgi.startlevel.tests/

There is one failure remaining: org.osgi.test.cases.startlevel.junit.StartLevelControl.testActivatorChangeBundleStartLevel()
A separate JIRA was filed for this issue: JBOSGI-331

The following items need to be resolved in order to completely finish off the functionality:
* Enhance the Auto Start Plugin to support Start Levels: JBOSGI-332
* Make it possible to specify the initial start level of the system in the configuration: JBOSGI-333
* Fix start level support in the Web Console: JBOSGI-334
* Ensure start level properly works from JMX: JBOSGI-335

A framework test still needs to be added to test integration with JBossAS.
